P.F. & E.S.I wrong Deduct from Salary And not balance in P.F. & E.S.I. Office

I was Joined Liverpool Retail India Ltd. on 14th Sep.'10 and working with liverpool up to 30th July.

At the time of joining they were offer me 10500 salary as a take home. in this amount only professional tax will deduct as they told. after i getting my first salary they will deduct P.F., ESI, Professional Tax all this in 10500. when i told them, you were offer me 10500 as take home then they told me no we have offer 10500 as a ctc. that was i accepted as per offer letter.

after getting salary slip i saw PF will be Deduct 24%, ESI Deduct from my salary.when i told them this will not right to deduct PF 24% hole from my salary, As per PF Rules they told it's our company Ruel. after that i told them if i not fill up form, and not submit any kind of document for ESI then how can you deduct it. Then they told me we have only company account in ESI not Registered employee when we register employee we will pay.

But till date they do'not Open ESI account in ESI office, They not submitted PF amount in PF office after Dec and they are not giving any proper answer. When i talk with HR & Admin to close my PF account they told me without pay due amount they are not ready to closed the same and they told me company have no money to pay PF & ESI amount.

So Please guide me on this matter so that i will cash my money back.
