Not refunding our money

This Company taken 25000 as registration or training fees in april and after they not paying their stipend as per our joining letter, we left that company, this company refund rs 20k in installment but still 5k and our 1 month salary is there and everytime they give us next date, it's now 1 year and we not yet recive our money
