Non-payment of Online Jo

I am working online jobs from May with this company (I paid Rs. 5000/- for registration fees-refundable). I am completed & submitted 3 jobs. But I didn't received any payment from this company. They says that the Registration fees is refunded after the completion of the 3 jobs. But that amount is also not given.

Please suggest and take proper action. They also advertise in press for the new candidates. I think it is a cheating company.
