Not giving the salary

This is complaint about the company. I left the company 1 and half months back but they are not giving me the salary of last month I have worked for them. They dont pick up my phone and if I goes there, they give me next date and promise for salary but not salary.
They really harass their employees regarding salary as they give the first month salary on next month from 20 to 25 or even after that. Everybody wants to do something against this but cant do.
if anybody can take the action please take.
