Discount Vouchers Not Mailed

I had booked two Air tickets, through Yatra.com, against 'discount voucher scheme' and so after some days, that is on 11.11.11, I received one sms on my phone no.9869739168, where they had informed, that discount vouchers of Rs.500/- already mailed to you, with the code no, but uptill today nothing has been received. Even when twice, I phoned them for the same, and every time, they have been giving assurance of sending the same. Is this fair?
