Excess Amount collected than Price list

I have taken delivery of Skoda Fabia having Reg. No. MH-02-JP-4340 on 13-3. The price list effective from 1-3 was hidden from me and the dealer has collected the price as per price list effective from 10-1. I had boked the car on 5-3.

The dealer did not revealed that the price has come down. The price as per the price list effective from 10-1 was Rs. 751, 197/- (Ex-Showroom) was collected from me on 5-3. The delivery was effected on 13-3-208. Though the rule is that the price applicable as on the date of delivery, the dealer collected excess amount from me.

I am sending regular reminders since 26-7 and paid several visits but to no result.

Secondly the dealer has yet not provided me with the Original RTO receipts. it iis presumed that he has also overcharged me on account of RTO Taxes.

I request you to help me getting me relief both boyh the isues.
