Mis Handling of checked in Baggage by AIR India flight IC 978

Dear Sir/ Madam,

I have traveled from Muscat to Bangalore By Air India Flight IC978 on 29/09 reached Bangalore on morning 30/09.

On arrival to Bangalore my checked in luggage was missed and the same is reported immediately to Air India officials. Presently I have submitted the claim and Air India is Offering very low settlement value addition to this there is no proper response and yielding the matter till today almost 31 days now. I would like to file a case against Air India, kindly advise me in this regard, procedure to file a case? Recommendations from your end if any? What is the time frame required to complete this process.
