Overcharging by autorickshaw

I hired an autorickshaw vide reg. no. DL 1RH 1757 from Vasundhara Enclave to Rampras Crossing and then back to Vasundhara Enclave for which I was demanded Rs. 170.00. I asked the driver to go by meter but the request was denied but he agreed to turn on the meter. At the end of he trip, the meter fare was Rs. 115.00 for the total distance of 16.8 Km. I wanted to pay him Rs. 115 but he didn't accept and started arguing that he would not settle for even a single rupee less than 170.00. I had to pay Rs. 170.00 since there was no way out.

Can someone please help me with the name/contact details of the concerned authority who I can lodge the complaint with?
