Extra charging and donot go on meters

This is to get your attention on the daily nuisance these auto drivers do. I am a collage student and from meenakshi temple to my pg which is in hulimavu behind icici bank costs less then rs17.50 but the these people charge 20 and donot operate on meter. today an auto wala was misbehaving as i did not agree to pay him 30. his auto number is KA-01 4585. please take an action as they threaten us if we dont give then the amount. the person dropped me half way and demanded money and was abusive. i took change from the nearest shop and had to pay him. sir/ mam i am from delhi and dont understand the local language. have come to Bangalore a few months back. Please help us.
