Cant make std call to some selective numbers

FROM Most of the pre paid numbernotABLE TO make std CALL to some selective numbers in tamilnadu. 2 month, 20 times i complainted in cus.care but i never get proper response. BUT NOW THEY BLOCKED MY NUMBER FOR CALLING CUSTOMER CARE.
