Forcing to buy Gemin Oil[5kgs] and gas stove

Yesterday I went to Bharat Gas R & D Aund Road Pune to get new gas coonection. They asked me for all the documents for my address proof and all. I have provided everything. At last they billed me around 5000.00 Rs. Which includes, registration, gas cylinder, regulator, gas pipe, gas stove and GEMINI SUNFLOWER OIL[5kgs]. I told them I already have gas stove which i bought from some shop, they told, it is compulsory to buy gas stove with new gas connection. Fine, i agreed for that. Over that they gave me GEMINI SUNFLOWER OIL[5kgs], i told them, i dont want this, for that also they are saying this compulsory with new connection otherwise you wont get new connection. One more thing, if you apply for second cylinder, you have buy 2 pack of GEMINI SUNFLOWER OIL[5kgs]. What is this? Where is law? How can we common people hanlde this?
