Non booking of cylender for refilling

Sir, I am the customer of Bharat Gas having cooking gas consumer number 12404 which is registered at ESS Enterprises, Nehru Vihar, Delhi-54. It is very difficult to book the cylender for refilling as the following problems we are facing: (1) numbers given by the agency never picked up / attended by the agency (2) Central number which given for booking the gas always booked the gas at mayapuri which is unknown (3) when we try to open the website of the company it is very difficult to open the website (4) if we booked the cylender personally or by mistake through website the delievry of the cylender takes about 10 to 15 days (5) when i tried to register myself on tomogas, after filling the necessary information, website provide that "sorry we are not registering the consumer of this distributer"
in view of the problems mentioned above, I request the authorities concerned to look into the matter immediately and take appropriate action against the culprits.
