Aayan bharat gas dealer sold my cylinder outside

I booked a gas cylinder in Raayan Bharat gas Agency, Chennai for April month. They brought the cylinder on 21/5 at 3 P.M . but that time i was not at home. The delivery boy got the signature in the delivery bill from my land_lord lady without deliverying the cylinder. The delivery boy told to her that he will deliver the cylinder on monday (23/5). he also gave the mobile number of the Raayan gas owner to remaind the delivery on monday. I called that mobile number, they told me that they will deliver it on next day. i waited for 2 days. but no response from the gas dealer. For 1 week they said many excuse to deliver the gas cylinder. i again called the land line of bharat gas (because the mobile number is switched off). they said they wont deliver my cylinder. i asked them why were they get signature without delivered the cylinder and mobile number to remind them. i told them that i am going to complaint about your action. They never feel bad for their action. and they told me to go for complaints.
