Non-delivery of LPG cylinde

Agent: Mittal Gas Agency, New Panvel (Phone No. 022-27453197). I want to know the code which govern the functioning of domestic LPG supply agents. Can the consumer collect the cylinder from the agency's officer personally? Whether an individual is allowed to carry cylinder on two wheeler? Can the agency ask the consumer to collect the refilled cylinder from their godown? I want to know the rules and regulations in this regard. I have often come across with very unpleasant and nasty situation with the agents. They behave rudely and do not supply the cylinders on time. A standard reply is given "the supply is short". However, there is always a long queue to take the cylinders personally. In my case, I was told that the refilled cylinder would be delivered within 8 days. However, more than 15 days have lapsed, yet it has not been delivered. When contacted, a reply comes as "go anywhere and make a complaint." Are the consumers at the mercy of these agents? Can the issue be investigated?
