Second Cylinder Asking more money

I have requested for the second cylinder. But Gas agency people asking 3500/- for that. Actually deposit money for second cylinder is only 1250/- (as they told) and for getting the same I have to take another kitchen utensils worth - or more. I would like to know whether there is such a rule exists. Hope the agents are playing. All these items they are selling in their MRP only.

As a customer why i should take an item which may not be needed for me. They are forcefully asking to take. Also there are many people willing to take the items as Gas connection is very important, that makes the agent to compel / discard people like me.

Please consider the case and provide me the solution to cope up with my rights.
