Not prividing 2nd cylinde

Sir,

i have taken a gas connection of single cylinder on the name of my father in may from bharat petroleum gas agency mohiuddin nagar, samastipur Bihar pin 848501. i am requesting that agency to issue 2nd cylinder since 2005 but the agency is denying to make it double cylinder on the pretext that it is the policy of government. Sir i want to know the fact and when can i get this. sir . we are facing a big problem becauseof big family and having single cylinder. kindly reply me on my email. thanking you.
