Cheating at Petrol Pump

This morning I went to refill petrol in my motor cycle and asked for tank full.
This guy was filling the gas for another person and without resetting to ZERO did the filling for my vehicle.
When he asked me full price of 570Rs, I shouted on him and then he agree to take 470Rs as 100Rs was previous filling.
This is so common these days.. but on this gas station Meter are not visible properly... its kinda broken and without much focus no one can read it. Please look into this.
