Getting rude response when i ask for double cylinde

Hi sir,

i have been facing so much of problems from B.R.gas agency, Chanda Nagar, Hyderabad . i have transfered a gas connection from banglore to hyderabad on 18/04. then it was a domestic -single category. when i requested for double cylinder he told that it would take six months. after six months again i went to gas agency again i got same answer from him .but this time he was very rude and told me to come after 2 months.again 2 months i went to agency. but this time he scolded me infornt of all the customers and he was telling that i was pestering him to give the connection. when i asked about the procedure he told it is his wish to give the connection and abused me.

as i heard from one of my friend, i can use rti act to file a compliant against him. could you please tell me what is the procedure for that.
