Speed-Post has not delivered my letter at time

It's really very frustrating thing that still no-one in my family could get an envelope which I sent on 12 April 07 using speed-post service (EE837716325IN). This envelope has to be delivered from Udaipur (Raj) to Jaipur (Raj). It is my brother's examination form (filled) and some completion is needed from my home side. So I tried it to send to home using SPEED-POST so that my father can get it very soon and complete it and submit it before 18th April so that my brother can appear in examination and can make his career, but I don't know why SPEED-POST couldn't deliver it on time. And I don't know how my brother will feel if he'll find that his preparation of one year is now in hand of SPEED-POST only.

And one more thing, when I'm checking status of this speed-post, it shows that Article Number EE837716325IN

I don't know why this is happening. I don't know to whom/or from where I can manually collect this envelope if Speed-post members are not able to deliver it on time. Would anyone please provide me solution?
