Credit Card payment

The international company Budget Rent a car, which has office in Bangalore. They have cars for chauffer driven as well as Self drive cars. But in Bangalore office, they accept only Credit card as mode of payment (not cash not cheque), This is agreeable, but they do not swipe the Credit card, but they take a photostat of Credit card and take down the CVV number. They do this, as they send this photostat to Chennai for payment processing. This is as good as surrendering your Credit card to Budget Rent a car people. However the fact the company have policies, if an employee of that company thinks, he can use these details to do any kind of onine purchase.

Is not this illegal mode of payment or this is left to individual to take risk?

Will anyone (proper authority) ask this company to keep some mechanism to avoid such a risk.

The service desk executive was also very rude. When I denied to share the CC details, all he had to say is that "sorry", we cannot do anything. I was willing to pay in cash or cheque if required. Ulitmately, my holiday plan was screwed.

They should inform either through mail or through website that "this is the mode of payment and those willing to share CC details can only do business with them".
