Rash driving by drinking

This person drives the car very rashly and was misbehaving with another car owner. Initially this guy was driving on the wrong side and the vehicle was also moving wayward. Then he developed an altercation with another car owner which resulted in traffic jam. I called at 100 for police help but no response was recieved. Anyway I noted the car number: DL 3C 7675. It is requested that this complaint be forwarded to concerned authorities and a strict action be taken against such persons.
