NOT GIVING MATERIAL EVEN AFTER PAYING FULL AMOUNT

I purchased one reused car from car zone having adress 76/2, veerana palaya, hebbal nagawara outer ring road. the owner number is 9739329271 (E.SAMIULLA KHAN). I purchased one wagaon r model 2004 and paid the amount of 2.55lakh, after paying all the amount and so much argument i got my RC book in november and still yet i did not get my car tools and when i m asking he is not giving any satisfied answer, even if during the time of purchase there are some problem in brakes which i changed in maruti show room and pay the amount. so wht i can i do in this matter.
