Sylinder not delivered last two time booking

My Consumer number is 5046. I'm a consumer of Chandni Gas Service, dabri. I've made a computerised booking of gas on 1-jan, and 8/02, and the cylinder is not delivered as yet. They don't have any practice to pick up the phone. Either the phones will be engaged or will not pick up. if the pick up than they reply that we call us back. Earlier also i had faced such a problem. I'd booked the cylider and booking number was 1. As the cylinder was not delivered even after a week time, we went to the agency to enquire. We've been told that the booking was not registered.
