Shortage of parts

I am purchasing new chevrolet beat before 15 days . but there is a incidently damage done in front bumper. for that i want to service station & ask for claim of insurance . but they can told me that they can not safficiant stock of front bumper of beat. they have already 5 cars to spair which is waitting for front bumper. they dont know me that when did front bumper arrived.and how many contaty they received. and also they can not have any comitment given to me how much time it will take.i am purchassing cash less insurance & 3year service contract. so what is the reason of delayaed. what is guarranty of your service? for 3 years how can i trust you? if you can not have safficiant parts of cars so what is the meaning for paying 3 years service contract?
