Charging of VAT

I have an apprehension that the Car dealer has charged additional VAT to me as a result I had to shell extra amount of Rs 41000/-.

The story is like this. At the first instance the Car dealer purchases Car from the Car Manufacturer which is then sold the prospective buyers. Here the car manufacturer supplies car to the Dealer on the basis of sales invoice which includes elements such as trade discount, VAT etc. Now when the dealer makes sales to the buyer, the dealer prepares sales invoice wherein it also includes an element of VAT @12.5%.

This way the consumer are duped by additional amount of VAT.

My question is whether it is appropriate on the part of dealer to recover additional amount of VAT from the comsumer?
