Too late delivery of LPG refill

This is very stressful to book a LPG refill and get it on the time.

I booked my LPG refill by connection no. 20554 on 03-01 but it is still not delivered to me yet 15-010.

Delivery man continuously supply refills to the unauthorized refilling shops daily.

How can it possible when MANAGER said that you illiterate man we have no enough stock for refill supply if you have any problem call the police.

May any one told me that where i complain for late delivery, In the agency or to the police or any more concern person/department.
