Suffering for New Gas connection process

When I went to Fernandez Enterprises (Indane Gas Agency) to take new LPG connection on 31 May they were forcing me to give declecation on 100 Rs. Stamp paper and also force me to purchase Gas stove with this connection. when, i had politly said that 20 Rs Stamp paper is enough as per Goverment rule. and if I am wrong please show me in Indane Gas Rules and also same for Gas Stove said that it is compalsary as per company. They refuse me and told If you did not trust us, we didn't give you connection and get out from here.
