Delay delivery

I have faced this problem several times. I book refilling of cylinder with my gas Agency

7-12 . They told after 20 days we ll devlivery. but till now they dont give the cylinder. Daily i followed the gas agency and i ask what about cylinder, they told tommorrow we ll give that.. Im not only have this problem more than 20 people (daily) shouting at the gas agency.what they do? at the same time they do not give proper answer?.some times the gas agency told " UR BILL IS PASSED I ll inform to delivery boy" ..please take the necessary action... immediately... this is rural area. the daily wages people is lose the one day work and standing in the gas agency office..
