Delay in delivery

Its about a month i have booked for the cylinder through SMS.

I did first SMS on 13th January and after that 2-3 reminders but not yet got the confirmation or cylinder delivered. They have stopped booking through phone; since we are working people unable to go the agency for booking.

Would be grateful for a solution.
