Not attending calls always & Delay in Refill cylinder delivery

We booked the cylinder on 5th of November. The bill has generated on 21st of Nov. But still today we have not received the Refill. If we try distributor they are not picking the call. We are trying every day 100 times. If we ask the supply in charge, he is talking very badly. We are facing this problem every time. I hope this mail will give some improvement in the system.
