Wrong Charge on usage of my Credit Card

I got my Bike repaired from Gems Automobiles and the total amount for the bill came out to be 9899 INR. The service was okay. However, when I told them that I wish to pay through my Credit Card, they said that for any transaction over Rs. 3000, they're going to charge 2.5% of the total amount against Card Usage Charge. I'm using a Standard Chartered Credit Card and have never come across any such scenarios wherein there is any such extra charge. They insisted on that and charged 247 INR extra from my card which I found was outrageous!!!

I asked them to give that in writing and they did the same by writing it on the bill!
