Entry Tax charged unreasonably and unjustly - beat petrol LS model car (colour "super red") booked on 26th Feb12 from Dulichand Motors

I booked a chevrolet beat petrol LS model car (colour "super red") on 26th. Feb12 and cleared and handed over all the outstanding payment with loan bank payout order via Susanta das, sales consultant at Dulichand Motors by 21st Mar12. Till date the concerned representative (susanta das and mohua chakraborty) have failed every communication and commitment on the delivery date of the car. I haven't received any written communication even after requesting the same several times.

After making the full payment i was told the car will be delivered within 8 to 10 days. On 8th day it was informed to me that they are unable to deliver the car as during transit from the manufacturing plant the car got damaged and was forcing me to either go for coctail green colour (only available for LS model) or they can provide me with colour of my choice in PS model which they were promising to factory upgrade with LS features. When i rejected the offer and enquired about on how many days i need to wait to get the car of my choice, they informed currently general motors is manufacturing less petrol car due to high demand for diesel car so not possible to commit any date and at the same time they pledged me to wait until week end.

Several such commitments have been made over next few weeks and the status remains the same. When things got out of their control they introduced me to Mr. Dipyendu Bhattacharya (sales head) but to add to my despair the situation did not improve! and on the top he admitted that the reason of delay due to transit accident communicated earlier was completely a bluff and his side of reason was that beat petrol LS colour - super red is not getting manufactured which was absolutely unacceptable as it was good 2 weeks later of the full down payment of Rs1, 80000 and handing over the banks pay order this excuse was conveyed. I term this nothing less than mental torture that i have experienced!

I requested contact number of someone from General Motors to escalate the matter and being provided with number of Sidhhart (9330622508). After talking to him "it was some light at the end of the long dark tunnel" things started to move on and i am text messaged with "Engine no - B12D110AJVZ120770009" & "Chassis no - MA6BFBD2CCT016527" within 3 days (i;e on 16th Apr12) and informed me that the car will be delivered within 10 to 12 days.

(** note: In the mean time i also logged a complain simultaneously in customer service over phone complain no - 26877 and they executive assured me that someone concerned will give me call within 24 business hrs. I was called a week later but i was not in position to speak and requested to call me 30 mins later. But never received any call again after so i myself called on the 10th day to know the status. I was informed that Chevrolet Beat Petrol LS (super red) is not getting manufactured at the moment and have to wait. The funny thing is on that very day dipendu messaged me with engine & chassis no and informed the vehicle as ordered has been booked)

Now when i started thinking that all my crisis is over and was happy, almighty from above must be laughing at me thinking it's "Dulichand Motors" you are dealing with and last minute surprise is still waiting for you.

I received a call from Dulichand on 21 Apr12 informing me of entry tax of around 4.5k need to be paid at the delivery time which i think is completely unreasonable and unjust. My complete payment was done much ahead to Apr12 and if they wouldn't have failed their commitment i would have received my car during Mar12.

Paying this would mean that i am being charged with all hurdles and hindrance artificially forged by Dulichand Motors.
