Poor Mileage

I had purchased a Chevrolet spark car because the company stated that it gave a mileage of 18 kms/ltr. When I started driving the car I realized the the company had misguided Me., because the car gave only 10-11 kms in city and 13-14 kms on expressways. I complained to the company and they would reply that the way I drive was the result for the low mileage. After many complaints GM told me to take a mileage test drive at their authorized service station at my own cost.(I had to pay for the fuel) The car was driven by the service center driver and we went early in the morning on a 60 kms drive, and the car still gave a mileage of 14 Kms. Inspite of numerous written and email complaints to the company, they have refused to give me the reason for the discrepancy between the actual mileage and the printed mileage on the brochure. I want to take the company to the consumer court. Could you pls. guide me on the same?
