Dealer not returning the booking advance amount on cancellations

I booked a Chevrolet Spark with an booking advance amount of Rs. 50, 000 at Dulichand Motors - a dealer of Chevrolet at Kolkata. I had to defer the buying decision and accordingly requested the dealer to return back the booking amount after statutory deductions. It has been more than 3 weeks now that the dealer is keeping complete silence on this and is not showing any intent to return back the booking money. Repeated visits/calls have not yeilded any result so far.
