Injustifiable Airport development Fee

With the latest hearing from the Apex court on quashing the airport development fee of Rs.1300 at Delhi airport from international passenger, Hyderabad Shamshabad airport is charging much higher. I personally paid Rs.1875 last year to travel one way from Hyderabad to Singapore. The amount is not justified by the sitting officier and has been irresponsible to answer. A paper was shown saying that a new circular has been released and everyone after checking their luggage are forced to pay or asked to reschedule their flights. Nothing was intimated to the passengers until the last minute. Can this complaint be looked after.
