Increase in price as per the Budget speech

I have booked a scooter (Hero Honda Pleasure) on 16th March 12, by paying the full amount to the dealers M/s Gandhi Auto Agencies Ratnagiri. I have clearly informed the dealer that I shall be taking the delivery of the scooter on 23rd March 12, As it is GUDI PADVA. Today morning whn I called upon the dealer to remind him of the registration of the vehicle, I was informed that I will have to pay Rs. 1534/- extra. This is as per the

Budget speech of the Fin Minister on 16th March 12., Wherein due to rise in excise duty the cost of the vehicles is going to increase.

But the finance bill has not been discussed in both the houses of the Parliament & not passed. So how can the Company/ Dealer call for excess

payment over & above wht has been already paid.

I request you to please look into the matter & inform me accordingly.
