Non delivery of vehicle without accessories

We have two show room of hero honda in our city. I have booked one honda pleasure scootret from galaxy motors, authorised showroom at Bilaspur CG. at the time of delivery, galaxy motors forced us to pay for accesories which was not required to us. he told that without accessories he will not give pleasure to us and also seize our booking amount Rs 1000/- . since the vehicle was urgently required to us we paid the amount. Kindly guuide us where to lodge this complaint please.
