Price rise by 2%

Sir,

I have booked a Honda Brio VMT model. Total cost as told by the dealer was Rs 6Lac. Out of that Rs 4Lac was received by the dealer from me on 15th MARCH Via RTGS.The remaining 2Lac was paid by my bank on 17th by DD.The budget was on the 16th which says that there is a 2% hike in price. As per the TOI dated 20/3 a article on Page states that my car which has landed prior to the 16th Mar is not liable for the increase in the price!!! But my dealer who is HALLMARK HONDA MOTORS says that I have to shell out the increase price!!! Facts are that my car left the factory on the 7th of Mar and landed in Thane on the 15th.why should I pay for the increase?
