Poor Millage

I bought honda shine from paharia commercial, patna on 4th July. I am facing millage problem till from that day. I also complaint in every servicing time to the dealer and also complaint on honda site. after the complaint someone call me from calcutta and said to talk with patna's service engginier. I tried sevral time but i cann't contect with him because he not respond my call and when i went to service centre i got him in leave. Honda's service engg never call to me after all that exercise. When I bought the motorcycle it was giving 42-45 km/lt now it's comes on 32-35 km/lt and also send black fuel from silenssor, but Honda's mechanic tell me after seeing the spark plug that your millage is better. What I do? Any Help Pl
