Dealer is not giving spare parts

Sir,

I have two Honda Activa at my home. My activa CDI unit was not working well so there was a starting problem in my activa. So, I had sent my employee with the Old part to purchase a new part from the dealer and your dealer (Ishan automobiles, Alwar (Raj.)) told the cost of that part Rs. 1007.Due to the shortage of money he was not able to purchase and came back to take more money from me. But when he went back with the same amount your daeler told that if you will allow us to put the part in your vehicle then only we will provide you with that part.

Sir can you please tell me that weather dealer have rights to not sell the spare parts that is available in there stock or there is some monopoly trade going on. If is it so then you should print a circular in the newspaper that the spare parts are not for sale and if you need allow dealer to put the part in his workshop then it is available.

We have faced this type of problem earlier 3, 4 times so kindly tell me that they have the right to harass the consumer or doing monopoly trade.
