Forgery in billing

I have bought a new Honda city from M/S Classic Honda C/O Sterling Automobiles P Limited, Faridabad. The dealer gave the final offer of Car Registration worth 43, 200 with Complimentary Insurance worth 19, 200 = 8.76 Lac and money was paid. The car has now been billed for 8.09 Lac only and dealer claims that the customer has sought an all cash deal and thus, no complimentary insurance was offered. this was never ever explained and is not even part of the agreement to sell.

basically, the dealer has charged for the insurance and claimed excess amounts. This, he is refusing to refund. Need be taken up immediately. Detailed mails have been exchanged with DGM sales, and yet no suitable revert. In fact, a partial amount of 4, 000 has been refunded on account of some calculus.
