Honda Stunner CBF125M Red colour/Kun Honda Adayar

I purchased Honda stunner CBF 125M in Kun Honda Adyar, chennai. I had purchased my bike on a loan availed from a private bank. They had given the original copy of my RC book to the bank. they handed over me the photocopy of the RC book. i found that the photo in the book is not mine, they have miss placed with somebody else's photo. Who is responsible for this issue. In which Goverment website or office i should complaint about this. My bike Number is TN 05 Z 5321.

and also i faced some handle bar issues in the bike. but they say handle bar issues cannot be resolved. i had asked them to look into the problem every time i gave it for service. i suffer from back pain. where to complaint about this. what are the documents required to file a complaint.
