Non Delivery of Gas Bottle

I have one HP Gas connection 655538, agency name Ganga Enterprises situated at Navin Sahhara Delhi 110032. Every time we book a Gas Bottle the agency people dont deliver it for 15 days, & we need to re book the bottle once again. It might be the reason they use to sell the bottle out in market. Pathetic services we are getting from this service. Can some one take action on this agency or do we have right to change our gas service from HP to Indane.
