Dealer's harrashment

I have purchased hyundai i 10 from your dealer hyundai motor plaza, badarpur border delhi .i have given him cheque of Rs. 5000 for booking on 16 oct . for i 10 aira 1.1 and they told that they will deliver us as early as possible. then i gave them cheque of Rs. 392000. on 20/10/10 and they withdrawn it on 23/10 and at that time they told that they will deliver me with registration in this amount. now they are asking Rs.8000 more because of registration because u.p. government has increased registration amount on 7/11. so why i should pay Rs. 8000 when i already paid full payment before 15 days .of this hike so please suggest me what i will do against that dealer.
