Not proper service

I booked my luggage from delhi to silchar on 30 nov 09 vide cn no 324 but it is reached on 21 dec 09 at silchar TCI PS courier service it was written on by memo door to door service but silchar TCI not accepting yo send my luggage at the destination.

however i had paid for this and bill is with me if proper action is not being taken then i will go to consumer court...

so plz take the proper action
