Non Receipt of NOC

I have settled the loan amount with the bank and suppose to receive the NOC, but haven't received the NOC yet. I have called the phone banking several times and they have said that they are going to ship it through courier services but at the end i haven't received anything yet... its been more that 2 and a 1/2 months and still haven't receive..when i contacted the bank they said that i need to pay Rs. 500/- to collect it directly from the bank or else i should wait..As far as i know my loan amount has been settled and received the documents of loan settlement but now i don't knwo what to do with the NOC and how to get it without paying the money which they are asking for no valued reason... plse help..
