Cylinder filled with wate

Dear sir,

Iam a indane gas customer with poornima gas agency, adoor and my consumer no.is 27046.Recently we got one cylinder from the destributor.this cylinder we connected to the stove, but we observed there is no gas coming from the cylinder and we found in the cylinder filled with water.after that several times we contact with agency, but they are not picking our calls.(not responding).

So please take the neccessory action.
