Delayed delivery by vendor delibrately

My Lpg connection is with maharani enterprises patna 800006 and distributor code 69130160.My ioc/er 4566108 and consumer no B-1339.the vendor of my area is mr.guddu. His regular habit is to black the cylinder in market at very high price and deprive geniun customers by delaying the delivery. In this process whole staff are hands in gloves.currently my booking no with the dealer is 4981 dated 19.10.2010 and 01 nov has passed there is no sign of delivery.on query with the dealer he makes false excuses like scarcity of gas etc.so kindly save me from such corrupt persons and ensure timely delivery of my refilled indane domestic cylinder. thanking you.
