Non delivery of refill

Sir, I booked refill thr web on TOMOGAS site on 21 Oct and got booking no. 76. I contacted dealer Bikaner Sahkari Upbhokta Wholesale Bhandar, Bikaner twice on phone and got the reply that supply has been made on 4 Nov, When I said that I haven't got the refill, the staff said that the house was closed and it will be delivered tomorrow. The fact is that none came for delivery and my house was not close.

I lodged complaint thr consumer feedback on 10.11.11 and 17.11.11 and complained on SUGAM with registration no. 2011SPDS190. TOMOGAS site shows two previous consecutive refill status "delivery pending" and this one "D2B restriction". Earler too I got no refill between 18.03.11 and 15.07.11

Please help me get the refill soon and look into the matter.
