Not accepting rent agreement for address

Hi Sir,

I am anup kumar. I am living at F-162 sec-9 vijay nagar Ghaziabad (U.P.). I have tried 4-5 time for new connection of indane gas, But they are saying that come after one week and now saying that come after holi, And they are not accepting rent agreement for address. So please help me in this case to whom, i have to contact.
